GhostTown standalone in development
GhostTown is an urban area/city generator script created by Kristian Larsen (Kilad). The plugin originally ran in 3DS Max, but until recently it appeared that development had slowed down with irregular releases and lack of support for recent versions of Max. However, a recently released video reveals that a new standalone version of Ghost Town is in development. A video (actually posted a few months ago, but we didn’t spot it) shows the latest iteration of Ghost Town running in a Standalone node-based editor with many controls for creating entire buildings, streets and cities with support for terrains and other advanced tools.
The software is currently in Beta and can be accessed by supporting the developer by purchasing a license of the original Maxscript which allow access to the forum where preview builds of the standalone version are being hosted. A license currently costs €90.

Does’nt look like Unity to me. I’d speculate from the looks that it’s based on Qt…
