(Updated) According to a recent message posted at CGTalk, Iray came late into Max 2011 development process and Autodesk M&E made the decision not to incorporate it in this release due to lack of time available for developing a good connection plus testing. It seems possible that it may be included in an upcoming release of Max.
(Updated) Ken Pimentel from Autodesk has explicitly stated that Iray will not be included in Max 2011.
New features in the Mental Ray renderer that comes with Max 2011 include: Iray rendering mode on graphics hardware, MetaSL 1.1 features support, MetaSL unified automatic shader deployment, stereoscopic rendering in a single run, dynamic texture filtering, importance-based Final Gathering, optimizations in ray tracing performance, improvements in hair rendering performance, interactive ray tracing support, Map Container features and performance, and advanced unified image display. A word of caution: these are the features provided by the renderer, access to the features depends on Max’s connection to Mental Ray. Read the details at Autodesk.com.

I thought Ken specifically said, several times, that there is no Iray in Max 2011?

Iray is NOT included in any of the Autodesk 2011 applications that have been announced. This means that 3ds Max/Design 2011, Maya 2011 and Softimage 2011 users will NOT receive iray even though they are receiving mental ray 3.8. This is an error in our documentation. Sorry for the confusion.
